A Bronx prosecutor, William C.C. Kemp-Neal, abruptly resigned after being caught on video allegedly attempting to meet a young boy he had communicated with online. The video, produced by the internet vigilante group Dads Against Predators, shows Kemp-Neal in the parking lot of a Target on East Sandford Boulevard in Mount Vernon. The footage, filmed on July 8 around 8:30 p.m., captures the vigilantes approaching Kemp-Neal, identifying him as “Marcus.” Kemp-Neal, who graduated from Fordham Law in 2021, immediately runs from the scene.
Kemp-Neal, who earned $84,990 annually as an assistant district attorney, primarily handled cases involving assault, harassment, and child endangerment. The chase ended when a bystander intervened, grabbing Kemp-Neal and placing him in a chokehold, as shown in the video. Struggling to breathe, Kemp-Neal denied the accusations while being interrogated by the vigilantes. “You wanna take him to get a milkshake, right Marcus?” one of the men asked, to which Kemp-Neal replied, “I didn’t.”
The video shows Kemp-Neal being restrained by the unknown man, with his eyes bulging as the chokehold tightened. Mount Vernon police responded to the scene, questioning those involved. While no arrests were made, police issued a statement acknowledging the allegations and promising a “comprehensive investigation.”
Kemp-Neal has not been charged with any crime. The Bronx District Attorney’s office confirmed his resignation, stating, “William Kemp-Neal worked here as an ADA from June 28, 2020, until July 17, 2024. He resigned from the office.”
