The Los Angeles Police Department (LAPD) is currently investigating an Officer-Involved Shooting (OIS) incident that took place in the 77th Division on August 13, 2023. The incident occurred around 5:20 a.m. when officers from the 77th Street Division responded to a radio call reporting a “Grand Theft Auto (GTA)” suspect in the vicinity of the 6300 block of South Hoover Street.
Upon arriving at the location, the officers were greeted by the victim, who directed them to their driveway and informed them that the suspect, identified as 27-year-old Olban Perdomo, was seated inside their parked vehicle. The windows of the vehicle were heavily tinted. The officers repeatedly ordered Perdomo to exit the vehicle, but he ignored their commands. In response, the officers approached the vehicle and opened the driver’s door to make contact with Perdomo. It was at this point that they noticed Perdomo’s arm protruding from the back seat, holding a black handgun. Alarmed by this sight, the officers backed away and called for additional units.
Despite the officers’ efforts to verbally communicate with Perdomo in both Spanish and English, he refused to drop the handgun. The officers continued their attempts to persuade Perdomo to disarm himself, but their non-lethal measures, such as the deployment of a 40mm Less-Lethal Launcher (LLL), were ineffective. Tragically, Perdomo then proceeded to point the handgun at the officers, prompting them to defend themselves. As a result, an Officer-Involved Shooting (OIS) occurred, ultimately striking Perdomo and causing him to fall to the ground. He was promptly taken into custody without any further incident.
Following the confrontation, the Los Angeles Fire Department (LAFD) responded promptly to the scene, but unfortunately, they pronounced Perdomo deceased. The County of Los Angeles Department of Medical Examiner-Coroner also arrived at the scene to officially confirm Perdomo’s identity.
As part of their investigation procedure, the LAPD’s specialized Force Investigation Division (FID) was dispatched to the scene. The division conducted interviews with witnesses and supervised the gathering of evidence by the Forensic Science Division personnel. This comprehensive investigation will be thoroughly reviewed by the Chief of Police, the Board of Police Commissioners, and the Office of the Inspector General to assess the accuracy and adequacy of the investigation and whether the use of deadly force was in compliance with the LAPD’s established policies and protocols.
During the course of the investigation, a replica-style handgun, loaded with metal pellets, was recovered from the scene and will be treated as evidence in the case.
