A Houston man has been sentenced to 30 years in prison for his involvement in three attacks, including one that left a woman paralyzed in Houston’s Chinatown. The announcement was made by Harris County District Attorney Kim Ogg.
Joseph Harrell, an 18-year-old man, pleaded guilty to aggravated robbery causing serious bodily injury for an attack on Nhung Troung that took place on February 13. This brutal attack was captured on surveillance video, which showed Harrell picking up the victim and forcefully slamming her to the ground. As a result, Truong is now wheelchair-bound and paralyzed from the waist down. The incident gained significant attention from Houston media, and it brought attention to the crime tactic known as “jugging.” In jugging, robbers observe individuals at banks or shopping areas and then follow them to another location in order to steal their money or valuables.
District Attorney Kim Ogg expressed the importance of community safety, stating that people should be able to feel safe in their community without constantly looking over their shoulders. Ogg also commended the organized crime division, stating that they were prepared for trial, which ultimately led to Harrell’s decision to plead guilty.
Under the terms of the agreement, Harrell must serve at least half of his 30-year sentence before becoming eligible for parole. Additionally, he is not permitted to appeal the conviction or the sentence. In exchange for his guilty plea, two other charges related to different attacks were dropped.
Assistant District Attorney Sean Kozar-King, who works in the DA’s Organized Crime Division, was responsible for prosecuting the case. He credited the thorough investigation by the Houston Police Department’s Robbery Division for their role in bringing justice to Truong. Kozar-King noted that Truong was simply going about her daily routine when the attack occurred. She had withdrawn money from the bank in order to visit her family in Vietnam when Harrell launched his assault. Not only did he steal a significant amount of money, but he also left her paralyzed, and it is unclear how long she will remain in a wheelchair.
