Ripple Labs and the Republic of Palau have partnered to launch the Palau Stablecoin (PSC), a digital currency backed by the U.S. Dollar. The collaboration has reached Phase One of the pilot program, with government employees volunteering to participate. During this pilot phase, selected local merchants in Palau, including Surrangel and Sons, The Penthouse Hotel, and King’s Minute Mart, will accept the stablecoin as payment. Participants in the program will receive a bonus allotment of PSC as an incentive.
The Palau Ministry of Finance (MOF) has been granted the ability to securely mint, distribute, and process inbound PSC redemptions. They will also have control over the total circulation of the stablecoin at all times. Participating retailers will be able to receive and verify payments made with PSC and can choose to convert them to fiat currency in their local bank accounts.
The partnership between Ripple Labs and the Republic of Palau is leveraging the Ripple CBDC Platform to issue the central bank digital currency. This platform is an end-to-end solution tailored for central banks. Jay Hunter Anson, the FinTech Project Manager for the Palau Ministry of Finance, described the Palau Stablecoin as a “fee-free” secure, transparent, and convenient option for payments that is more efficient than other online payment services.
One significant aspect of the Ripple and Palau partnership is the introduction of the PSC Pilot Wallet. Ripple will provide ample resources to enable Palau to manage and customize the life cycle of the stablecoin, including its transactions, distribution, and redemption. President S. Whipps Jr. of the Republic of Palau highlighted the potential of digitizing the country’s currency to accelerate financial transitions and empower citizens. He believes that the size of Palau makes it an ideal environment for initiatives like the stablecoin.
Additionally, users will be able to track PSC transactions on the XRP Ledger in real-time through the XRPL explorer and network analysis platform, XRPScan. The platform has already disclosed the history of over 25 successful transactions that occurred between July 27th and July 28th, 2023. The newly added PSC wallet on XRPScan provides comprehensive details of the issuer’s address. Access to the wallet is currently disabled with conscious access control.
